Welcome to PTAC Hawai‘i
In 2008, the Federal Government awarded the first PTAC contract in Hawai‘i, which is now under Ho’okĩpaipai LLC. Through this cooperative agreement, we continue to provide free services to Hawai‘i businesses as the Procurement Technical Assistance Center (PTAC) in Hawai‘i.
There are ninety-seven PTACs across the nation www.aptac-us.org. They form a national network of procurement professionals dedicated to providing you with:
1) an understanding of government procurement requirements
2) guidance on how to evaluate and respond to solicitations
3) how to win government contracts.
The HAWAI‘I PTAC MISSION is to help small businesses understand how to successfully market goods & services to the government (at the federal, state, and county levels) that may result in job creation, income generation, and business retention in the local economy.

The United States Congress, under the National Defense Authorization Act, created the Procurement Technical Assistance Program (PTAP). Procurement Technical Assistance Centers (PTAC) were established nationwide to reach out to local businesses and assist them with obtaining government contracts and subcontracts. On May 1, 2011, the Federal Government awarded a grant to a non-profit limited liability corporation by the name of Hookipaipai LLC under the Office of Hawaiian Affairs through a cooperative agreement to continue services to Hawaii business as the Procurement Technical Assistance Center (PTAC) in Hawai`i. There are ninety-seven PTACs across the nation. They form a national network of procurement professionals dedicated to providing you with: 1) an understanding of government procurement requirements, 2) guidance on how to evaluate and respond to solicitations, and 3) how to win government contracts.

Hawai`i PTAC provides a wide range of assistance to businesses through both, specialized professional training and technical assistance. All assistance and training are free of charge.
Counseling: One-on-one sessions with our counselors are designed to guide you on how to obtain government solicitations, prepare bids or offers and win contracts.
Bid Matching: Procurement notices are sent to you daily in computerized form from major bid sources such as FedBizOps, Defense Logistics Agency, and local data bases which are current and relevant to your business.
Market Research: Provide web-based and other free resources, such as agency forecasts and procurement events.
Bid Preparation: Help with understanding the government’s request for proposals (RFP’s), such as bid proposal requirements and procedures for submitting bids. Assistance with reviewing your bid documents.
Registration and Certification: Assistance with the registration in government databases, such as Dun & Bradstreet (D&B), System For Award Management (SAM), SBA’s Small Business Dynamic Search, and Online Representations and Certifications Applications (ORCA).
Education and Training: Conduct seminars and workshops on a variety of procurement topics such as doing business with the government, preparing RFPs, disadvantaged small business, minority owned small business, 8(a) Certification, women owned small business, veteran owned small business, Native Hawaiian organizations, joint ventures, teaming and partnerships, subcontracting, and doing business with the General Services Administration (GSA).
Business Networking: Sponsor and coordinate matchmaking events for prime contractors and small businesses that may lead to teaming agreements, prime and subcontracting opportunities.
Hawai‘i PTAC Goals

John Greene, Program Manager
John Greene is the Program Manager for the Hawaii PTAC. He has worked for the State-wide program since November of 2012 as a Procurement Counselor and became the Program Manager in April of 2013.
As a member of the US Navy Reserve, Mr. Greene has spent many years in government procurement ranging from overseas counter narcotics missions while attached to Joint Interagency Task Force West at the United States Pacific Command to Military Law Enforcement in the Middle East.
His civilian career has included working as a Business Manager for Kaiser Permanente Hawaii responsible for both small business and individual and family plans, and at the Hawaii Medical Services Association responsible for small business marketing and sales.
With over 20 years of military service both on active duty and as a reservist, Mr. Greene currently serves as a Supply Corps officer in the Navy Reserve.
He holds a Bachelor’s Degree in Economics from Regis University and is currently pursuing his Master’s in Logistics and Supply Chain Management from the American Military University.
