Government Procurement Online
It’s important to become familiar with government procurement policies and websites for those agencies and jurisdictions you would like to do business with. That may be dictated by geography, business capability, procurement activity, or personal preference. Here are a number of websites to get you started.
SAM.GOV
SAM.gov is the single government point-of-entry website for all federal solicitations
over $25,000, allowing commercial business suppliers to search, monitor and retrieve federal opportunities. You can register for free to set up a detailed search profile that matches your business capabilities.
STATE OF HAWAI’I & COUNTY PURCHASING
The state and counties on multiple islands are interested in doing business with a variety of customers. Procurements are posted to the following Online Public Notice systems.

The Hawaii Department of Education, Office of Facilities and Operations, Auxiliary Services Branch, Project Control Section announces effective May 17, 2021 the following changes regarding HePS solicitations will be implemented:
For Construction IFB solicitations issued via HePS after May 17, 2021, protests shall be adjudicated in accordance with Sec.103D-701, HRS and as amended.
- Only protests submitted through HePS shall be considered.
- A protest submitted without supporting protest file attachments is not acceptable.
- A protest of an award or proposed award pursuant to Sec.103D-302, HRS, shall be submitted using the electronic submission function on the HePS website to the HIDOE within five (5) working days after the posting of the award or after the protestor knows or should have known of the facts giving rise to the protest.
- Within the 5-business day window, Vendors/Suppliers/Contractors are able to submit a protest, update and resubmit a protest, and withdraw or cancel their protest submittal.

DYNAMIC SMALL BUSINESS SEARCH (DSBS)
Contracting officers use the DSBS as a source for vendors that are certified in SBA’s 8(a) Business Development program, HUBZone Empowerment Contracting Program and Small Disadvantaged Business programs. You can, however, also use it to determine potential competitors or partners.
Many federal agencies maintain their own website listings of procurement opportunities in addition to posting them on BETA SAM.gov. Contact the small business liaison for the agency you wish to do business with.
